Seems the latest util-linux replaces /usr/share/man/man1/chfn.1.gz owned by shadow-doc

ERROR: util-linux-doc-2.37.2-r5: trying to overwrite usr/share/man/man1/chfn.1.gz owned by shadow-doc-4.10-r2.
ERROR: util-linux-doc-2.37.2-r5: trying to overwrite usr/share/man/man1/chsh.1.gz owned by shadow-doc-4.10-r2.

Fixes the issue as introduced in !28688 (merged)
