main/util-linux: remove -dev dependency on util-linux

This was introduced in dcc5965f. Unfortunately, no comment was added explaining why this dependency is necessary. The -dev subpackage only provides library files, header files, and pkg-config files. None of these should require any programs from util-linux. Opening this as an MR to discuss this / figure out why this dependency was added in the first place. Maybe I am missing something or maybe this was a workaround for a temporary issues which has been fixed in the meantime?
