community/gitea: fix service not stopping properly

ktprograms requested to merge ktprograms/aports:gitea-fix-initd into master

I can't find a way to test if the reload command is working (Gitea doesn't seem to notice changes in app.ini), so I just removed it. If anyone can find a way to reliably test if the reload is working, then I can add it back and test it.
