Draft: Update Chromium to 96.0.4664.45

This is still a draft PR because there are still a few things to address.

To address

  • Currently, it doesn't use the system's Freetype (but rather its own supplied FreeType dependency)

But if I could get some early feedback for this MR, that would be awesome 😄
