community/py3-ducc0: move from testing

I could not find any explicit instructions which conditions have to be met in order to move a package from testing to community.

ducc0 is a well-established python package and all our tests indicate that it runs well under alpine linux. Therefore, I think it would be valuable to have it in the regular alpine releases.
