testing/waked: Fix init service script

Nikita Travkin requested to merge TravMurav/aports:waked-service-fix into master

waked (added in !27616 (merged)) doesn't go into background which means that it's service will forever be "starting" blocking other services after it (as well as switching to other runlevels). Fix it by adding command_background=yes.
