community/gnome-clocks: add waked/background daemon patches

This adds two patches that have been submitted upstream, but merging has been... stalled somewhat since upstream may not be interested in use cases that don't involve systemd.

The patches are relatively simple, and we (postmarketOS) are motivated to maintain them if upstream ultimately rejects them. They fix gnome-clocks alarms not triggering when while suspended, and alarms not triggering after booting up.
