community/py3-redis: upgrade to 4.0.0

Drew DeVault requested to merge ddevault/aports:redis into master

This patch also adds hiredis support and drops support for non-free Redis modules which was introduced in py3-redis 4.0.0. The latter also allows us to re-enable the test suite.
