community/libkml: drop, unmaintained upstream

Bart Ribbers requested to merge PureTryOut/aports:community_pdal into master

The last commit of this package was in 2017 and the last release (the one we were shipping) was from 2015. I consider this dead upstream and the only package using it (community/gdal) builds without it too, so let's drop it.

This also enables us to enable gdal and pdal for riscv64.
