community/frr: upgrade to 8.1

Thomas Liske requested to merge liske/aports:upgrade-frr-8.1.0 into master

I've added another commit for upgrading libyang, too. FRR is the only package using libyang, would that build in the correct order so frr 8.1 got linked against libyang 2.0.112?
