testing/river: rebuild with -Dcpu=baseline

testing/mepo: rebuild with -Dcpu=baseline

testing/fbp: rebuild with -Dcpu=baseline

testing/ncdu2: use arch case statement for -Dcpu (not bumped, already built with =baseline)
