community/telegram-desktop: upgrade to 3.1.11

Not sure if I should separate the other package upgrades to separate MRs.

I have made both tg_owt and telegram-desktop use more packaged dependencies instead of bundled one, but as you can see there's a few left. Notably, OpenH264 which is packaged but in testing and usrsctp which for some reason isn't used by tg_owt. Also, abseil is being used bundled instead of packaged because of linking issues (I assume because of ABI things.)
