community/snapcast: add soxr dependency

Soxr is needed to enable sample rate conversion in snapcast-server.
The primary example is a 44100:16 source (librespot) and 48000:16 output codec (OPUS). Without Soxr sample rate cannot be converted, resulting in an error.
