testing/lxd: fix containers not starting on lxd-4.19 (aports #13138)

This fixes #13138 (closed) the latest lxd 4.19 issue where containers cannot start. The issue is discussed at https://github.com/lxc/lxd/issues/9419. The patches here are direct cherry picks from the lxd repo into the 4.19 release tarball.
