PyPy can be build using PyPy or Python2. This is a bootstrap package to build a local python2 binary before building PyPy due to #12740 (closed). This is only required for bootstrapping initial pypy builds.

The pypy-bootstrap package is build fine, due to lua-aports#1 (closed) CI mistakenly tries to build the pypy package.
