Its because netcdf is broken.

• upgrade package
• bump dependencies against libgit2.so.1.3 from libgit2.so.1.1 - rust goes first
• add !25463 (merged) upgrade community/py3-pygit2 to 1.7.0
• upgrade ruby-rugged to 1.2.0
