community/jimtcl: bootstrap using tclsh

From the build log:

No installed jimsh or tclsh, building local bootstrap jimsh0

Noticed while working on jimtcl, that this speeds up build time since it doesn't need to build the local bootstrap jimsh0 first, thus suggesting this change but it is not necessarily needed.
