testing/boinc: upgrade to 7.16.19, rebuild against openssl 1.1

Also fixes some run-time issue caused by another dependency that wasn't rebuilt for with boincmgr, iirc.

(Changed the compiler to clang because on gcc it failed during the configure step on non-x86 architectures ("checking for gcc options needed to detect all undeclared functions... cannot detect"))
