set option to allow network access

this test failed on the builder, but not in the CI pipeline (cf. https://build.alpinelinux.org/buildlogs/build-edge-x86_64/community/netcdf/netcdf-4.8.1-r0.log ) The cause for this failure might be that the tests are not executed in the correct order, so I suggest to use -j 1 for the tests.
