main/portaudio: upgrade to 19.7.0

Bart Ribbers requested to merge PureTryOut/aports:main_portaudio into master

The archives used from the PortAudio website had weird package versions, but the official Github releases actually have proper git tags with normal versioning, and it has newer releases than the website too. So let's switch to that.
