community/xfce4-pulseaudio-plugin: move from testing

I would take maintainership (cc contributor @voroskoi).

Merge conflicts with MR !23880 (closed) but this is currently stuck (cc @J0WI).

Could or should more xfce4-plugins be moved from testing?
