testing/spectral: new aport

Adam Pimentel requested to merge adam.pimentel/aports:add-spectral into master

This adds a matrix client package called spectral (https://gitlab.com/spectral-im/spectral). Why? because neochat doesn't work with phosh, fractal is buggy and lacks encryption, and element's build system is too complicated for me to put together an APKBUILD.
