community/hidapi: add static package definition

pietro abate requested to merge abate/aports:hidapi-static into master

This MR add the subpackage hidapi-static to the alpine repository. This is needed for the Tezos project ( https://gitlab.com/tezos/tezos ) to statically compile our software.
