testing/borgmatic: rebuild to skip failed test on aarch64

Sean requested to merge smcavoy/aports:update_aport_borgmatic_fix_aarch64_test into master

the repos are missing the aarch64 package of borgmatic. It seems this is due to a failed pipeline !22457 (merged) This skips the failing test.
