community/miller: move from testing

Richard Patel requested to merge terorie2/aports:alpine-to-community into master

Package miller has been part of the testing tree for about 9 months now.

I request to move it to the community tree because:

  • The maintainer is looking to list Alpine as an officially supported distro.
  • I commit myself to keep maintaining this package.
