bird: move to community, enable libssh

Mike Crute requested to merge mcrute/aports:update-bird into master

There are two commits in this change:

  • The first enables libssh support in bird, which is required to enable rpki support.
  • The second moves this to community. It's been in testing for 9 years and we've found it to be stable in our production environment for the past 3 years.
