community/pdns: add patch to handle exceptions in boost 1.76

This MR:

  • adds a patch to make pdns work with boost 1.76
  • unmarks x86_64 as broken
  • enables checks again
  • prints the test-suite.log when relevant

We (PowerDNS) expect to ship a fix upstream in 4.4.2, at which point the patch in this MR can be removed.
