main/utmps: upgrade to 0.1.0.2

Also fix utmpd and wtmpd scripts to run after bootmisc, and make wtmpd use /var/log/wtmp as its file.

The utmps upgrade fixes a bug in wtmpd and defines WTMP_FILE to /var/log/wtmpd.
