main/speedtest-cli: rebuild as the usr/bin scripts are missing

Sean requested to merge smcavoy/aports:update_aport_speedtest-cli-edge into master

for some reason the current build logs show an error related to setuptools not being included causing the usr/bin/speedtest and usr/bin/speedtest-cli scripts to not be built/installed. Rebuilding seems to fix it.
