main/ctags: switch to maintained upstream

The current version of ctags used by Alpine (exuberant ctags) has been unmaintained for a long time (last release is from 2009). Moreover, security issues have been found in the old code since. I therefore suggest switching to universal ctags, a maintained version of the ctags program, also used by other Linux distribution (e.g. Arch Linux).
