testing/victoria-metrics: upgrade to 1.55.1

Konstantin Kulikov requested to merge kaey/aports:victoria-metrics-1.55.1 into master

Also removed -mod=vendor as it's the default since go1.14, it causes CI to download deps for some reason though so add -modcacherw as well. This removes need for options="chmod-clean". Disable kubernetes test - upstream changed url and forgot to update it.
