community/salt: upgrade to 3001.6

Kevin Daudt requested to merge kdaudt/aports:3.12/salt-3001.6 into 3.12-stable

Salt 3000.x is broken on python 3.8, and upstream does not make it easy to find the commits that fix the issues. Rather than putting a lot of effort into fixing the issues, just use 3001, which is backwards compattible.
