main/iproute2: upgrade to 5.11

Sören Tempel requested to merge nmeum/aports:iproute2-5.11 into master

Remove the two patches we applied previously as they no longer seem to be needed and no longer apply (i.e. builds fine without them and no install(1) usage error shows up in the build log).
