WIP: community/gdal: upgrade to 3.0.2

  • claim maintainership (The current maintainer is not active, I asked him on ~alpine/devel but he said nothing to the maintainer question)
  • add support for NumPy arrays to the Python client
  • add Java subpackage
  • add util subpackage for command line utilities
  • execute autotest regression test suite to check()
  • add new drivers, the most important are:
    • JPEG2000
    • webp
    • ODBC
    • MySQL
