community/containers-common: new aport

containers-common contains configuration files and man pages for container tools. It is rather not easy to maintain as it imports selected files from multiple sources. Every distro has its own way to manage it. Source repositories also provide common libraries to use in Go code across container tools ecosystem, so the content imported by this aport might stay the same across different releases.

This aport must land directly in the community repository because skopeo depends on it. Also, it removes podman's dependency on skopeo.
