testing/py3-jsonlint: new aport

Newbyte requested to merge Newbyte/aports:package-jsonlint into master

We want this for running the tests of a package in postmarketOS. I didn't find any packages in aports that needed this, but regardless I'd argue it makes sense for this to be here as it isn't postmarketOS-specific.
