community/py3-pip: upgrade to 20.3.3

Bart Ribbers requested to merge PureTryOut/aports:community_py3-pip into master

This also enables the test suite. Tests skipped require network access or are not compatible with the latest py3-virtualenv.

The tests required some new dependencies, but to be fair I have no interest in maintaining them. Can someone else take up maintainership over these?
