community/py3-matrix-nio (+ depends): upgrade and move

Maintainer contacted and is ok with me moving this and his depends.

ncopa: ok to move py3-logbook

I received approval to move py3-h2 (whose maintainer amusingly had no idea why they added the package).

All tests are ok, all packages latest upstream versions, and I have tested one real-world application (Mirage) using these builds as runtime libraries and it worked fine.
