community/proj: move from testing

Holger Jaekel requested to merge hjaekel/aports:proj into master

This package has been in testing for more than five years, I think it's time to move it to community.

I tried to ask @ncopa as a maintainer of this package here what he thinks about moving this package to community, but I think he did not see my question. So I'm trying it this way.
