testing/cronie: new aport

Required for a cron daemon which supports the /etc/cron.d style of crontab (seen on FreeBSD, other Linux distributions etc.) In this format each job defined the UID to execute the job.

This functionality is fairly standard but not available in any of the existing cron packages.

Elsewhere I did make a start on patches for dcron but I found the upstream to not be active, plus there would be further work to do.

The cronie project upstream appears to be well maintained, so this could be a good choice for many uses.
