main/libjpeg-turbo: fix build under ppc64le

Gustavo Walbon requested to merge walbon/aports:libjpeg-turbo into master

We hooked the gdb and this shows the altivec code has failing into the pp64le, we decide to avoid this option on environment to fix in time for the next version of Alpine 3.13.
