community/notcurses: move from testing
Notcurses has been in Alpine Edge since 2020-07-03's 1.6.0 release, where I (the upstream author) have dutifully kept it reliably up-to-date and in line with best practices. Now that reverse-dep "growlight" is also in Alpine, I request that Notcurses move to community, where I'll continue to maintain it at the same level.
