community/phoc: fix touch input waking up the screen
This temporary fix originally made for Mobian by Arnaud Ferraris prevents certain phone screens (like the pinephone) from waking up simply by tapping them. This can greatly hurt usability and battery life.
A correct implementation is being worked on upstream (https://source.puri.sm/Librem5/phoc/-/merge_requests/201).
Next release will probably have that problem fixed.
