3 small fixes to cumulatively fix & improve the bitcoin service script

- revert to start-stop-daemon
- fix ambiguous rpcpassword
- fix locales
- tests disabled due to failure - issue opened on bitcoin https://github.com/bitcoin/bitcoin/issues/20236
