testing/rocksdb: upgrade to 5.18.4

Jan Segre requested to merge jansegre/aports:rocksdb into master

Also enabled aarch64 (which is actually my main interest) and fixed compiling on gcc-9+ (which for some reason is arch="" on the GitHub mirror but not here).
