community/fennel: fix broken feature

There's a bug in Fennel 0.5.0 that prevents the compiled Fennel image from properly compiling other binary programs. The bug is being investigated upstream (https://todo.sr.ht/~technomancy/fennel/6), in the mean time providing a compiled lua version of the binary compilation library masks the issue and makes the feature usable for end users.
