Add New Device driver for Comtrol Ethernet serial console DeviceMaster RTS

Comtrol ethernet serial consol has developed drivers that allow the ethernet ports on the serial console to show up as a series of tty devices. Up to 256 tty devices are supported by the driver. The package can be downloaded here:

They have a variety of units on the market the unit we are most interested in is the:

DeviceMaster RTS
