curl-dev: can't build static binary

Hi,

Between alpine-3.3 and alpine-3.4, the APKBUILD for curl-dev was changed to `—disable-static`.

Can this be either reverted or explained?

In the interim i am making static builds of my package with an alpine-3.3 docker container. But, i would like to upgrade to using the latest version of alpine.
