Alpine-ISO fails to create valid installers when using OVL files

When creating an alpine iso with an ovl and respective packages, it fails to create a working installer.
Often failing with sfdisk and other packages being missing, however removing the OVL, the installer works as expected.

I have .do_default_boot_services as but does not seem to be having any effect.
