force CHARSET to UTF-8 in /etc/profile

Alpine 2.2 should force UTF-8 to always be used in /etc/profile. It is 2011, and only power-users should be using other charsets. Plus GLib is expecting $CHARSET=UTF-8, which means GTK/Qt are too.
